Central Waterfront Redevelopment

The Port of Astoria, in partnership with Atlin Investments, is advancing a transformative redevelopment of the Port’s central waterfront—a stretch of underutilized Port property located between Pier 1 and the Astoria-Megler Bridge. This vision has been years in the making, shaped by the Astoria Waterfront Master Plan, a collaboration between the Port and the City of Astoria. 

Following the adoption of the final Master Plan in 2022, the City and Port began laying critical groundwork, collaborating with urban design firm Walker Macy to guide zoning changes and plan public infrastructure improvements. In late 2024, the Port issued a Request for Expressions of Interest (RFEI) to attract developers aligned with the Master Plan’s vision of a thriving, mixed-use waterfront that reflects Astoria’s maritime identity. 

Recognizing alignment with the community’s long-term vision, the Port selected Atlin Investments, in partnership with American Life, Inc. and Elevator Shaft, LLC, to lead the redevelopment effort. Their proposal embraces Astoria’s unique sense of place and rich maritime history, while introducing new opportunities for commerce, tourism, and community connection. Plans include flexible, year-round public spaces and designs that celebrate the city’s character while welcoming both locals and visitors.  

Atlin’s team brings decades of experience in large-scale development across the Pacific Northwest, including successful projects in Clatsop County. While the development team has been selected, this marks only the beginning of the Central Waterfront’s transformation. On April 1, 2025, the Port Commission authorized the Port’s Executive Director to enter into an Exclusive Negotiating Agreement (ENA) with Atlin Investments and its partners, setting the stage for deeper collaboration and detailed planning in the months ahead.

The Port has actively been working with Atlin on negotiations for both small shop spaces and large-scale development agreements across the waterfront. Current plans envision two hotels, a culinary school, a fishing village, and an expanded boardwalk designed to enhance the experience for cruise ship visitors.

Discussions and coordination with City officials continue to move forward, with related agreements and leases currently under review. These items are anticipated to come before the Commission for consideration in the coming months.
