The Airport Master Plan Update has been finalized. With FAA approval secured, the Port of Astoria is now advancing this effort through the development of the Airport Industrial Park.

In April 2022, the Port of Astoria signed an agreement with Mead & Hunt to update the 2008 Airport Master Plan (AMP). Updating the 2008 Plan is a prerequisite to FAA grant funding through the Airport Improvement Program (AIP), which supports airport infrastructure improvements such as runways, taxiways, signage, lighting, and markings. The plan evaluates airport needs over a 20-year period, including airfield configuration, hangar development, landside facilities, and integration of electric aircraft infrastructure.

Over the course of 2023 and 2024, the Port worked with Mead & Hunt, community partners, and stakeholders—including the U.S. Coast Guard and local leaders—to shape the plan. Public engagement included open houses and events such as the Airport Fly-Ins.

The final plan, presented to the Port Commission on January 21, 2025, includes:

• Relocating Taxiways A and B to meet FAA safety standards.
• Expanding hangar capacity.
• Preparing for electric aircraft support and future non-aeronautical development.
• Rehabilitating Runway 8/26 as a short-term priority.

The AMP is supported by the FAA’s Airport Improvement Program and the Oregon Department of Aviation’s Critical Oregon Airport Relief (COAR) grant. The finalized plan is now approved by the FAA.

With FAA approval on the AMP now secured, the Port of Astoria is advancing the development of the Airport Industrial Park.

To begin this next phase, the Port issued a Request for Proposals (RFP) for Engineering Services. The scope includes:

• Two 10,000 sq ft light industrial steel buildings, each designed to accommodate 2–4 units with office space and restrooms.
• Infrastructure planning, including roadways, utilities, stormwater systems, and landscaping.
• Conceptual renderings and cost estimates for site and building development.
• Design and engineering support from concept through construction, including permit coordination and bid assistance.

Port staff presented the recommendation of Apex Companies, LLC to the Port Commission for approval on June 3, 2025. Following this selection, the Port will move forward with design and engineering for the Airport Industrial Park.

The completion of the Airport Master Plan Update marks a significant milestone as the Port transitions toward the development of the Airport Industrial Park.
