Deputy Director

The Port of Astoria is seeking a Deputy Director. This position will be responsible for the management and overall activities of Port environmental programs, contract compliance, and grant administration. A Bachelorfs degree in Business Administration, Public Administration, Engineering, or related field and five years verifiable progressively responsible management experience is required. DEPUTY DIRECTOR
(Salary Range:  $65,000-$85,000-DOE)

POSITION OBJECTIVES: 
Responsible for the management and overall activities of Port environmental programs, contract compliance program and grant administration.  Acts in the capacity of Executive Director in his absence.  Work is performed under the direction of the Executive Director.


EXAMPLE OF ESSENTIAL DUTIES:
1.Responsible for  implementation and management of environmental compliance program, staying abreast of new regulations, keeping staff advised of changes, and making recommendations for improvements to program.
2.Responsible for development, management and adherence to documentation systems for all contracts.  Such systems to include identification of project, project description, definition of approvals (permits, budget and legal) and compliance threof, and record of completion.
3.Plans, coordinates and accounts for the development, procurement, implementation and management of government grants.
4.Develops, implements and monitors departmental policies and procedures to improve efficiency and effectiveness of operations.
5.Develops business concepts into strategic plans and designs short and long-range goals to accomplish such concepts.
6.Represents the Port before Boards, Commissions, federal, state and local regulatory agencies, community meetings and/or professional conferences; maintains good relations with above-mentioned groups.
7.Responsible for formulating division-wide annual budget; assists in identifying budget priorities; administers budgets to remain within established budget.
8.Performs other duties of a related nature which may be assigned by the Executive Director.


WORKING CONDITIONS:
This position works primarily in an office setting, however, during specific projects may work in the field.  Overtime, including night meetings, is required at no additional compensation.  Travel is limited although some will be required.


CONTACT WITH OTHERS:
This position has considerable contact with persons inside and outside the agency, such as contractors, unions, general public, military, ports, federal, state and local agencies, marine operators, port commission, and staff.


EXPERIENCE AND TRAINING:
A Bachelor’s degree in business administration, public administration, engineering or related field and five years verifiable progressively responsible management experience overseeing or performing functions in an effective program in planning and development of diverse operations, environmental regulation and management, or equivalent combination of experience and training which demonstrates the knowledge, skills and abilities to perform the above-described duties.          

                                                                       
KNOWLEDGE:
Knowledge of:  modern management, administrative and budgetary methods, comprehensive specific technical knowledge of the principles, methods and practices of the marine business, including local, state, and federal regulations concerning the operations of the Port.


SKILLS:
Ability to: analyze situations and work independently and creatively in solving difficult and politically sensitive problems; recommend and implement appropriate solutions; work effectively with the public, elected officials, regulatory officials, departmental representatives and others; communicate effectively and persuasively both orally and in writing.  Use of a computer, perform cost estimates, and mathematical calculations.


ABILITY:
Communicate effectively both verbally and in writing; direct and supervise the work of others; maintain effective working relationships with other employees, government agencies, media, port officials and the general public; problem solve independently, establish appropriate priorities; handle confidential information; manage diverse operations.


LICENSES OR CERTIFICATES:
Valid driver’s license.  Ability to be insured by Ports insurance carrier.
